Assists operating programs in the development of budgets and advises organizations on liquidation and self-sufficiency efforts. Provides expert advice and recommendations for innovative approaches and solutions of facility financial operations. Prepares or edit narrative justifications and projected funding needs and assure that data in requests is formally and accurately documented in a wide variety of unrelated forms. Advises and makes recommendations on financial policies, procedures and other fiscal matters. Produce comprehensive analysis of program accomplishments in financial terms to assist management in planning and decision making. Advises on the status of programs, particularly regarding program objectives, progress and accomplishments and probable effects of alternative actions. Analyze and evaluate continual changes in program plans and funding and their effect on financial and budget program milestones. Analyze financial and budgetary relationships to develop recommendations for financial and/ or budgetary actions. Oversees the design of a complete accounting systems for the Medical Center. Approves the transfer of funds between program activities.
